# MEGA™ Municipal Risk Management v1.6 — Excel import fix

## Corrected
- Fixed a false-positive `Invalid shared strings` error when importing valid Excel files containing an empty `xl/sharedStrings.xml` element.
- Supports namespace-prefixed and default-namespace worksheet XML, shared-string cells, ordinary strings, and inline strings.
- Preserves the three-sheet structure, validation, mapping and existing records.
- No database migration or installer rerun is required.

## Upgrade existing Afrihost installation
1. Back up the application and database.
2. Extract the full ZIP locally.
3. For an EXISTING installation, upload `app/bulk_import.php` only to the matching directory on Afrihost.
4. Do NOT replace your server's `app/config.php`. Do NOT run `install.php`.
5. Retry uploading `GTM_2026_27_MEGA_Planning_Template_Populated.xlsx` in **Planning Import**.
6. Confirm expected import preview counts: 9 departments, 12 strategic objectives, 203 operational objectives. Review the preview before confirming.

The download is a COMPLETE application ZIP, not a patch. For existing installations only one changed code file needs replacement.

- End-to-end Apache/PHP ZipArchive/SimpleXML/MySQL import: not available in this environment; staging validation is required.
